TLP currently recommends smartmontools. Strictly speaking it does not actually need smartmontools to operate. Filed separately is a bug report to split smartmontools into two binaries - smartctl which TLP can use if its installed and smartd which is really a server based daemon that emails and administrator. TLP does not need this part.
