Thank you Julien for your respons. I think you are right that the bug
is not in package libgles2-mesa-dev.
I could circumvent the bug with the following 2 commands:
# ln -s /usr/lib/arm-linux-gnueabihf/libGLESv2.so /usr/bin/libGLESv2.so
# ln -s /usr/lib/arm-linux-gnueabihf/libEGL.so
