/usr/lib/NetworkManager/VPN/nm-strongswan-service.name
by
/etc/NetworkManager/VPN/nm-strongswan-service.name
Removing the file in /etc might kick out local modifications.

Apparently, the package used to contain
/etc/NetworkManager/VPN/nm-strongswan-service.name
but no longer does.
So on upgrade the file isn't properly removed via the maintainer script helpers
and remains
