This affects me too after I upgraded to Buster.
The Superuser link Antoine Amarilli is giving suggests that timidity is
started at system level, while pulseaudio is started at the user level.
Maybe you could change that behaviour?

I'm still affected by this (must close timidity and restart pulseaudio
