Ah, thank you. I have looked into that network-online.target and it
seems we do need to make it a requirement for Squid to be started. This
should be fixed in the next release.

I've CCed NetworkManager maintainers: since here /etc/resolv.conf is a
symlink created by NetworkManager, perhaps they can provide some advice.
Regarding the opening message, I've workarounded the problem overriding
the squid service like this:
# systemctl edit squid.service
