Funnily, the Makefile with which listings-devel.pdf could be
generated is there (but useless as the .dtx file etc. aren’t)
but listings-devel.pdf isn’t.
I was able to successfully build it with:
$ apt-get source texlive-latex-recommended-doc
$ cd texlive-base-2018.20180725/texmf-dist/source/latex/listings
$ cp /usr/share/doc/texlive-doc/latex/listings/Makefile.gz .
$ gzip -d Makefile.gz
$ make pdf-devel
It would be cool if this file could be shipped (and perhaps
the Makefile not). Similarily for other packages that have
this distinction, probably.
