Embarassed by asking an unneeded question.
I forgot to look up the meaning of orphan. It means a new
maintainer is sought and if the package is important it is even a
severe bug.

I take this as an example of the many packages to be orphaned in one go.
I looked into it and I see only one minor bug
and a few whishlist items. One wishlist item of 2007 contains a patch 
(.diff)

and is not rejected nor adapted, or even acknowledged.
I think that is not acceptable. So I can see that measures have to be 
taken.

OTOH the lack of maintenance doesn't pose problems to Debian users,
so there seems no need to remove this package from Debian immediately.

Doesn't it make more sense to put such packages up for adoption
instead of orphaning it?
Maybe there is more to it, like superseeded by a better program,
low quality, obsoleteness etc.

P.S.
I would not have made this remarks if it was phrased
"Therefore, I orphan this package of low interest to Debian now."

Description-en: creating and reading constant databases
 freecdb is a fast, reliable, simple package for creating and reading
 constant databases. Its database structure provides several features:

  * Fast lookups: A successful lookup in a large database normally takes
just two disk accesses.  An unsuccessful lookup takes only one.
  * Low overhead: A database uses 2048 bytes, plus 24 bytes per record,
plus the space for keys and data.
  * No random limits: cdb can handle any database up to 4 gigabytes.
There are no other restrictions; records don't even have to fit into
memory.  Databases are stored in a machine-independent format.
  * Fast atomic database replacement: cdbmake can rewrite an entire
database two orders of magnitude faster than other hashing packages.
  * Fast database dumps: cdbdump prints the contents of a database in
cdbmake-compatible format.
