I notice that isc-dhcp-server startup script (/etc/init.d/isc-dhcp-server) use the "ps" command to confim if the daemon is running, but "ps" command is provided by "procps" package, which is NOT a dependency of isc-dhcp-server. If you try to install isc-dhcp-server in a server without "procps" package (debian-min in Docker, for example) you always get an error when you try to start the daemon, even if the service is started successfully. Just add the "procps" to the package dependency should be work.
