FWIW, Tails' infra runs stretch's git-annex 6.20170101-1+deb9u2 (and gitolite 2.3-1, if relevant), and I am hit by this bug when using sid's git-annex (6.20180913-1) as a client. I worked around it by downgrading to stretch's version for my client as well.
