Dear Maintainer,

I was mildly annoyed by the lack of a real man page for kdump (not that it 
needs much of one), so I wrote a slightly better one than the stub.

I'd love to see it included here or upstream, and thought that requesting its 
inclusion here might be a decent way to shake out any objections first.

If you have any suggestions for improvement or would like to see me just submit 
it to upstream, I'd be happy to.
