I am unable to reproduce this issue. For 10.1 series we have a pretty
good pipeline that tests both fresh installs and upgrades. See example

You need to provide me exact steps on how to produce a scenario where

I got the same error message after a fresh installation.
The file /etc/mysql/mariadb.cnf doesn't exixt.
