Probably, but I am not sure it matters. The version in oldstable
(1.48) falls short of either condition, and the next-higher
alternative (1.56) meets both of them.

Hi Felix,

Thanks for the thorough research and the fix.  Does this mean that
Debhelper is too strict generating the init-system-helpers (>= 1.54~)
pre-dependency and it should use >= 1.52~ instead?
