Fine.  Feel free to upload.  I'm busy with real life at least until
7th of January.

I usually commit a fix to d-shlibs Git and once a new d-shlibs is
released we will be able to drop the override.  The workflow is
usually:

  1. Maintainer realised a need for an override, adds it to
 the rules file manually and informs d-shlibs maintainers
 (via bug report or just commit to Git)
  2. At some point in time d-shlibs is released
  3. Maintainer can drop the manual override and adds a versioned
 Build-Depends featuring the d-shlibs version with the override

I can not really reproduce this but you do not need until this
bug is fixed in d-shlibs.  You can easily add

--override s/libsvm3-dev/libsvm-dev/ \

which should do the trick.  (If not let me know how I can
reproduce the issue.)
