Bug#918353: upower.service fails to start

Dear Maintainer,

almost all my problems were solved by removing/purging all packages from
unstable (only 47 - one of these have to have caused the problem).

These were unwillingly installed although I used the following Pinning
options as suggested in the Debian Wiki:

> Pin-Priority: 900

> Pin-Priority: -10

This should have prevented installing unstable packages unless
explicitly told but when a package was removed from testing the unstable
equivalent was automatically installed without explicit notice.
