The notification-daemon package itself does not provide a systemd
service file. I'm not sure how notifications are intended to work in
gnome since I don't use it, but it seems like either the service file
or a dependency may be missing.

Other providers of notification-daemon like dunst, xfce4-notifyd, and
many others do include a notifications service file. You could
choose one of those instead.

Best wishes,
Mike

Package: chromium
Version: 72.0.3626.7-4

Let's eliminate this startup ERROR:

ERROR:object_proxy.cc(621)] Failed to call method:
org.freedesktop.Notifications.GetCapabilities: object_path=
/org/freedesktop/Notifications: org.freedesktop.DBus.Error.ServiceUnknown: The
name org.freedesktop.Notifications was not provided by any .service files

Installing the Suggested notification-daemon does not fix it.
