This issue fine fork on two Debian 8 installations with the kernel-image 4.9.88 (which I have unsuccessfully tested also on Debian 9), where one on the same hardware as Debian 9.
After rebuild the wpasupplicant version 2.3 (from Debian 8) for Debian 9 I have got of working the HotSpot connecting!
