On changing /etc/console-setup/remap.inc, and when a cached keymap
exists, running "setupcon" does not apply the new remap.inc.
I hoped it might.

I see setupcon notices its cached keymap should be regenerated when
/etc/default/keyboard is newer.  Could/should it notice remap.inc newer
too, since remap.inc goes into the cache?

I struck this when adding to remap.inc and wanting to apply the result.
I know "loadkeys" can add to the existing, but I wanted also to replace.
