Powertop 2.11-1 is a perfect candidate to add it on backports repertory.

Bug#945245: Powertop v.2.8-1 + b2 => Update to Powertop v. 2.11 from testing

Hello Kanru,
I saw your message a little late...
I just made a clean installation and add the testing repertory.
Unfortunately the result is the same, the hiss is still present in my 
headphones ;( But the installation is very stable for my. This is a perfect 
candidate to add it on backports repertory.
After this, if I add the backports repertory and install the Kernel v. 
5.4.0-0.bpo.4-amd64 after reboot => all is ok 
Powertop v. 2.11 with Kernel v. 5.4.0-0.bpo.4-amd64 solve the problem :)
Now I have a new problem :

Hi,

I just uploaded the 2.11 release to Debian, maybe you can test if the problem 
persists. However, the powertop package
does not ship any init script nor startup file so it should not affect the 
system unless you have installed any script to turn
on `powertop --auto-tune` automatically. You can try to disable any such 
scripts as stopgap.

After installation-test of the SID powertop_2.10-1+b1_amd64 version, it's are 
also bugged.
The Unbearable whistling in headphones is always present.
It should quickly publish and test a version 2.11 hoping that the problem has 
been corrected with this version.

Bug Description :
Unbearable whistling in headphones plugged into 3,5 mm audio jack port during 
the absence of broadcast (music/movie ended, paused, etc.)
My Dell XPS 9570 with the kernel  4.19.0-6-amd64 (LTS) are impacted by this bug 
;(
I have to use headphones the night for 3-4 hours to make no noise, it hurts my 
ears and this situation starts very seriously to exasperate me.
When I uninstalled powertop v.2.8-1 + b2 from Debian 10 all work fine... except 
the autonomy of my laptop ;(
!!! Powertop are installed automatically on all laptops powered by Debian !!! 
=> Many other users must also have this very unpleasant bug <=
