Dear Maintainer,

After upgrading from Debian Stretch (Linux 4.9) to Debian Buster
(Linux 4.19) I see high si (about 25%) in top. In perf top about 18% is
a xfrm_policy_lookup_bytype.
I think something about xfrm was changed between 4.9 and 4.19, and it
was fixed in 5.0:
"Improve xfrm policy lookup performance when a lot of (several hundred or even 
thousands) inexact policies exist on a system"

I have about 1500 ipsec connections (ipsec fullmesh):

3554

I've tested Linux 5.4 from buster-backports, and xfrm lookups works much
better.
I think it would be nice to have these fixes from 5.0 backported to
4.19.
