Bug#956975: Removing acfax (acfax: ftbfs with GCC-10)

Hi,

I believe acfax has long reached the end of its usefulness. The build
log is full of ugly warnings, the last upstream release was in 1998,
the Debian release number has reached an impressive -17, and the
program doesn't even start because it wants to open /dev/dsp which is
long gone.

I suspect qsstv is a modern replacement, but I'm not an active
fax/sstv user so can't say for sure.

I'll request removal from unstable shortly if I don't get any
objections.
