Postgres extensions have a hard dependency on the version of postgres itself. On the other hand, Debian lets people install multiple postgres versions in parallel. Therefore, the package name needs to contain the postgres version the extension is complied again (e.g., postgres-11-q3c). I'd say postgres-q3c should (roughly) copy what postgis does. There, postgres-postgis is a virtual package, with packages like postgres-11-postgis providing it. Postgis takes another step in allowing multiple versions of postgis itself being installable for a single postgres version.
