including built-in ones like "winecfg" and "wineconsole".

This issue is similar to #953137, but it seems that someone introduces a
regression again between 5.2 and 5.5.
(I set LANG to C.UTF8 so there are no NLS problems. If I use EN-US.UTF8 the
problem is the same as #953137.)
