Dear Maintainer, the DPDK-enabled variant of OVS has a startup dependency on DPDK, which is currently not reflected in the systemd unit files. More specifically, openvswitch-nonetwork.service must be started after dpdk.service, which allocates hugepages and (re-)binds network interfaces. If this is not done, ovs-vswitchd will fail to start.
