If you want to start it from a terminal I guess
following command might do what you want:

$ pkexec lightdm-settings

I fear that the package gksu, which provided gksudo, is not
part of unstable, testing or buster.

   https://packages.debian.org/stretch/gksu

Therefore I assume this package is installed since quite some time
and was then removed from debian.

Does starting it from the application menu work?
Which desktop environment are you using?

Dear Maintainer,

I've tried to open lightdm-settings from the applications menu as well as from
a terminal (`$ gksudo lightdm-settings`). I'm prompted for a password, but the
application never shows up afterwards.
