the current version of make in Debian is affected by the following bug: https://savannah.gnu.org/bugs/index.php?57962 in which the PATH resolution does not check if the file to execute is actually a directory. This bug has been fixed in upstream's gnulib: http://git.savannah.gnu.org/cgit/gnulib.git/commit/lib/findprog-in.c?id=6e6abd0cdfe4bb96f6412aebc511f10bf254a820 which unfortunately did not make it into Debian's make package.
