Thanks for the patch, testing it now.
I didn't know that includes in Makefiles can be "negative", but
apparently they can:
https://www.gnu.org/software/make/manual/html_node/Include.html
and thus the following line is indeed valid syntax:
-include /usr/share/dpkg/buildtools.mk
