cluster-glue is somehow part of a strongly connected set of interdependent packages making architecture bootstrap hard. To reduce this problem, reducing Build-Depends of participating packages is a good step. cluster-glue happens to have a lot of unused Build-Depends. I'm attaching a patch to reduce them.
