If you install debian bookworm using the netinstall cd on a qemu virtual machine that does not have the -usb option, then usbutils is not installed. If you install debian bookworm using the netinstall cd on a qemu virtual machine that has the -usb option, then usbutils is installed. The bugreport might therefore be more suited for d-i then.
