Now that libcgroup 2.0 has landed in unstable, mininet could use it to
support cgroup2.

cgroup-tools (src:libcgroup) is now tagged to be autoremoved from
testing due to https://bugs.debian.org/959022

mininet should have to get rid of any cgroup-tools/cgroup1-related
stuff.
