That is already implemented (see #989885), the Recommends is in 
nvidia-driver-libs (and the fix was backported to stable and oldstable, 
too).

Dear Maintainer,

I think it would be appropriate to add libnvidia-encode1 to recommends
for nvidia-driver.

It would help to make this common GPU feature part of the standard
install - and might help to offer motivation for the obs-studio and
ffmpeg packages to support the NVenc encoder out of the box in
Debian.

Thanks a lot, I think 'apt install nvidia-driver' is the cleanest
experience I've had installing a proprietary driver on any OS.
