Here is a fix for it. I believe it's because of a clash with fwupd-refresh and
fwupd specifically in systemd 242 and newer.

I found two things to solve this issue:
1) edit /etc/default/grub and edit the line GRUB_CMDLINE_LINUX to contain:
GRUB_CMDLINE_LINUX="cgroup_enable=memory swapaccount=1"
2) Run the following script:

I noticed that since I didn't run reportbug as root, it didn't give the dmesg

Actually Debian has a problem, or apt has a problem.
There is no way for the user to know the proper choice in such
situations, other than searching the web for discussions.

Dear Lennart,
I hope that when one opens a "whishlist bug" at least there is a chance
to have a confrontation.
The main point I want to address is when you do a "smart installation"
it is supposed to perform a clean installation hence the only folder
that must to be untouched is "/home".

I forgot to mention an important piece of information: this bug doesn't
arise when launching kate from the terminal, that is, using the command
"kate ". Also, it doesn't happen when launching kate
from dolphin.

Hello Andreas,
Many thanks for your reply, and after reading the referred mail, saving me from
a potential headache :). Now that I think of it, it may just be good practice
to look at other open bugs when working on packages.
The task will probably end up being big and future upstream releases

Hi,
I think this needs to be forwarded upstream. I'm often happy to do that
