I have only 1.5 GiB RAM.
One solution is:
# aptitude install linux-image-3.16.0-4-586
# aptitude remove linux-image-3.16.0-4-686-pae
Now "poweroff -f" and "poweroff" works perfectly.

This bug arise after boot my diskless system. Not always, three boot is bad,

I don't know why function __readonly_area() return -1. Format is not writable:

and systemd is alive.

Why is this dead package in Debian Buster, Bullseye and Sid?
Correct solution is remove this package from Debian.
