This was not the case, the script failed (probably) due to a full file system. This is not uncommon when doing TL upgrades. So, what do you expect? Should apt delete some random files and start over? apt could try to do some random system checks like "df -h", show users the results, so they get an idea why the installation failed. Try to play with different values for buf_size. On [1] they speak about increasing the buf_size, meanwhile they decrease the values. Even without the buf_size setting, xetex runs fine.
