When cupsd is running as unprivileged user like 'cupsys' by using
'RunAsUser' directive on cupsd.conf, /etc/init.d/cupsys (stop|restart)
does not work.
It's because of start-stop-daemon's '--user root' option. Just removing
this option, the problem could be fixed.
