I thought about this long and hard. It seems that the best route to keep this
from being an issue when switching between -full,-light,-extras is a separate
package for those files (nginx-common). Rather than using nginx-common and
dealing with the exact same bug (here, not later) I figured we could just use
the existing nginx dummy package for the common files.

I just committed the changes required for this to the svn repo. It will no
doubt need testing. I will set up a vm tonight to play with the package
upgrades to ensure they roll out smoothly.
