The user found a bug in emacs and reported it against the emacs package, which corresponds to the emacs24 source. But the real bug was not in the emacs24 source, but in emacs23. I don't see the point of having emacs from src:emacs24 depending on emacs23. I think you're right -- that would have been a better approach. I might attempt this for wheezy, but only if the release team is amenable (assuming they're still willing to consider emacs24 at all, if/when I can track down the i386 build failure).
