Currently, yes, that's probably why it has not been uploaded as it won't work with Debian gnupg2. The main issue is described at: https://bugs.gnupg.org/gnupg/issue1646 An elegant solution is proposed at: https://bugs.gnupg.org/gnupg/msg5172 However upstream is not willing to move to gnupg2 at the moment, therefore we either need to do that work, or wait until upstream moves on.
