Bug#876052: libregexp-pattern-license-perl installs /usr/share/man/man3/Regexp::Pattern::License.3pm.gz without proper Replaces/Breaks

I was hoping this was fixed in 3.0.31-2. See my report in #876056:
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=876056

I was able to fix my packages with "apt-get install -f" even with 3.0.31-1.
