GnuCOBOL implements a substantial part of the COBOL 85, COBOL 2002 and COBOL 2014 standards and X/Open COBOL, as well as many extensions included in other COBOL compilers (IBM COBOL, MicroFocus COBOL, ACUCOBOL-GT and others). This would replace the "open-cobol" in the archive, which is orphan since 4 Aug 2016 (#833460). The upstream project changed its name in 2013. I need a sponsor because this is my first submission, and a pretty tough one (contains libs, need to replace some packages and remove older one from the archive, ...)
