the list of subscribers is pretty limited, i'll just send an email to
the old mls and let them resubscribe if they still want to

Hello,
currently bts-link has 3 mailing lists on alioth

1. -commit, which can die whenever alioth will be deco'ed
2. -devel, for the development (and Debian BTS processing messages)
3. -upstream, for allow upstream to communicate with us + msgs we sent to the
   Debian BTS

we would like to create a single bts-link@l.d.o to merge 2. and 3. in it; we
noticed thru the years there isn't much traffic/difference in the 2 mailing
lists to justify a separation, but we do think it's important to provide a place
where external BTS admins can contact us for questions (it has happened).

We would like to preserve the archive of the 2 mls and merge them, but they date
back more than 12 years, so the requirements to scan for spam before uploading
them is really heavy - can it be lifted?
