Package octave-pkg-dev provided the infrastructure for building Octave add-on packages fo Debian. It has been replaced by dh-octave. All the packages that Build-Depend on octave-pkg-dev have already migrated to dh-octave.
Please, remove octave-pkg-dev from unstable. Best, Rafael Laboissière
