That fixed the issue for me. I have also verified that transplanting
71-seat.rules from an older systemd version will also make systemd 244.2
work.

You might try reverting that change as in

If that doesn't help, you'll probably need to run git bisect on the
systemd-stable branch to find the faulty commit.
