Using an empty user-data-dir doesn't help. I managed to get it working by using

I just upgraded my Debian Testing AMD64 system, and I cannot confirm
this bug. Upgraded all 70 packages, 42 new, 5 deleted. After rebooting
my profile was been successfully loaded, but GNOME3 runs in fallback
mode (due to problem with graphic driver, it said - I will investigate
it later).

It did not help, RT did not work at all :( It seems some processes of Apache
become bad at startup. After I killed them site works perfectly till next
reload of Apache.
