It appears that newer JavaScript versions supported by Rhino cause Dojo
to throw an exception during tests for shrinksafe module. When using an
older JavaScript version 1.7, the error goes away. The attached patch
fixes build and autopkgtest problems.

I can confirm, that the bug occurs on HP T5550 only.
On very similar HP T510 it does not - and since both computers share
same motherboard, it must be the CPU. So the problem occurs only on VIA

Ok, found the bug (and a fix).
Instead of looking at the default xml path for the datafile, it tries to
calculate the path in absolute terms,
does it badly, and always prepends "/lib".
Simple fix is to revert to 2.26 behaviour.

i rebuilt arduino-mk and removed its Depends and it worked, so changing
it to "arduino-core (>= 2:1.8.13+dfsg1-1)" would be the proper fix.
the problem tends to be getting arduino-mk updated, think last time it
needed a team upload (python3 fixes).
