with sbuild.
With a network access, the testsuite does not fail.

Thanks to help from pabs, it seems the testsuite fails when network is
not available.
I didn't catch this since I use sbuild.
It is not immediately obvious to me why the testsuite requires
networking, but I'll try debugging further.
