After reviewing the full bug log, I see that there is no actual data loss
caused by this bug, which had been my original understanding and why the bug
was allowed to sit at severity: grave for so long. Since the index files
can safely be deleted and regenerated

Shouldn't this be assigned to evolution-data-server? Unless I'm very
much mistaken, Evolution does no folder manipulation by itself.

I just submitted a bug upstream which sounds partly similar to Debian
bugs #295270 and #347703. In the bug, I describe the cache corruption
happening without the disk being full, resulting in a total freeze plus
100% CPU usage. This is using IMAP for mail access.
