This is apt wreaking random havoc, and I cannot reproduce your problem
at all. And you should have examined the change list before confirming
the removal of the package. If you have not been warned please bother
the maintainer of the particular apt frontend (and also send her the
complete list of packages "on-hold", sources.list and apt.conf* files).
