Ok, I may have gotten it fixed by setting cflags et al for configure as well
(whereas before only make got them). Per buildd.debian.org, the newest
(2.11.1-5) r-base package on mipsel has tcltk. Mips has not yet been
rebuilt.
How again do I request a 'no-changes' rebuild? I don't need to
