It should be apt-get build-dep xorg. Could you check it, again? I could build packages with pbuilder. Nope not on my machine. I explicitely deleted libudev-dev,x11proto-gl-dev and x11proto-xf86dri-dev. Then apt-get build-dep xorg (which I think is the same as apt-get build-dep xserver-xorg,
