I believe this bug is closed by mapnik 2.2.0+ds1-7:

* Add 1002 upstream patch to reduce memory usage during compilation
  using BOOST_SPIRIT_NO_PREDEFINED_TERMINALS
* Disable debugging symbols to save memory during compilation.
  This and the previous change should be enough to close: #742149.

(Virtual) memory usage stays below 2GB during compilation.
